About Me

 

I hold both a Master’s and a PhD in Communication and Semiotics from the Pontifícia Universidade Católica de São Paulo (PUC-SP), and completed postdoctoral studies in Electrical Engineering at Mackenzie University.

 

Over the past 15 years, I’ve worked across civil society, academia, and international institutions, focusing on digital rights, internet governance, and critical infrastructure. I currently serve as Senior Digital Programme Officer at ARTICLE 19, where I co-lead global initiatives on spectrum governance and resilient internet infrastructure. My work often bridges technical frameworks and human rights perspectives, contributing to policy debates at the ITU, IEEE, UN Human Rights Council, and European Commission.

 

In my academic career, I served as an associate professor at the Universidade Federal do Recôncavo da Bahia (UFRB), was affiliated with the Master’s Programme in Arts, Culture and Languages at the Universidade Federal de Juiz de Fora (UFJF), and taught in the Information and Knowledge Society Doctoral Programme at the Universitat Oberta de Catalunya (UOC).

 

Earlier in my trajectory, I was involved in digital art and activism projects and currently lead the research group on Artistic Practices, Spatiality, and Life Sciences. I am a member of the Bioart Society (Finland), served on the editorial board of Artnodes journal (Catalonia), and am affiliated with the International Center for Information Ethics (ICIE, Germany). In the early 2000s, I collaborated with several media art collectives, including Fundación Banquete/Medialab Madrid and ZZZINC in Barcelona.
